I understand that you've added your Apple Music library to iTunes on your PC, and it's causing a memory issue with your iPad. Your Apple Music membership includes an iCloud Music Library, which allows you to enjoy your entire music library from all of your devices.
To turn off the iCloud Music Library in iTunes on your PC, hold down the Control and B keys on your keyboard to open the iTunes menu bar. Choose Edit > Preferences > General. You'll also need to turn off this feature on your iPad, which can be done by going to Settings>Music, and then disable iCloud Music Library.
