Thank you for being part of the Apple Community!If I understand correctly, when you sort the playlists the way you want in iTunes, and sync with your iPhone, the order of the tracks changes.
With iTunes, you should be able to create and edit playlists to have the tracks play in the order you prefer by following these steps:
Create a playlist

Choose File > New > Playlist.

Type a name for the playlist.

Click Edit Playlist.

To add items, drag them to the playlist on the right.

When you’re finished adding items, click Done.
Edit a playlist
Select the playlist and do any of the following:
Add items: Click Edit Playlist, drag items to the playlist on the right, then click Done.
Change the order of songs: Drag the songs into the order you want. If you can’t drag a song, click the column heading above the numbers.
Remove an item: Select the item and press the Delete key (this does not remove the item from your library or storage device).

Since you are an Apple Music subscriber, once the playlists are created, they should sync to your iPhone automatically. iCloud Music Library must be enabled for this to happen. Complete information on how this works is found here:
