We are all end users likem you, so have no special knowlege of Apple'es pricing policy. Also we have not idea of where you are and pricing can very wity localtion.

Generally, they only replace "in kind"--that is, they will repalce a bad fusion drive with another just like it but won't do upgrades.

You need to call the Apple retail stores in you area and ask them

Possibly RAM, definitely will not replace a Fusion with a SSD. To do that type of upgrade you should contact an Apple Authorized Service Provider in your area and they can likely help you out. You can begin finding one by clicking AASP Locator.

For pricing you should at least call an Apple Authorized Service Provider to get some estimates.

Don't pay anyone to upgrade your RAM because you can do it yourself for at least 50% less than what Apple or an Apple Authorized Service Provider will charge.  Get your RAM modules from Crucial.com and follow the instructions on installing in this Apple document: Install memory in an iMac - Apple Support

You'll need to go to an Apple Authorized Service Provider to upgrade the boot drive. As you've already been told Apple doesn't do upgrades, only replacements.
