    Go to settings> general> restrictions and make sure it hasn't been restricted.

    If it hasn't been restricted try a reset. Press and hold both the home and power buttuns until the Apple logo appears, release both buttons. Wait until your iPad starts on it's own.

    If it's still missing go to settings> general> reset> reset home screen layout.

    Make sure your iPad's Region is set to one where the News App is available. It will only Appear on your Home Screen if the region is set to one where it is available.

    Settings->General->Language & Region->Region

    Currently those regions are: Australia, U.K., and U.S.A.

    If the Region is set to one of those, and you still cannot find it, Try a Spotlight Search. If its in a folder spotlight will tell you which one.
