Are you doing the restore on a home computer?
Did you place the iPod in Recovery mode in order to restore?
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
If not try that.. However, it may have an Activation Lock
Find My iPhone Activation Lock - Apple Support
If it has it only Target/the person yo purchased it from can help. Apple will not.
Could be that you purchased a stolen or lost iPod.
