Thanks for reaching out to the Apple support community. I know how important it is to be able to respond to messages efficiently. I think I'd be lost without being able to use my messages as expected. I'd like to help and have an article that may help you troubleshoot the issue you are having replying to messages. The first section of this article, while written more for not being able to send or receive at all, may help :
If you can‘t send or receive messages on your iPhone, iPad, or iPod touch
If, after going through that first section, you are still having the same issue, try going to Settings> Messages > Send & Receive. Then tap on you Apple ID and Sign Out. Afterwards, restart your iPhone and sign back in. If there's any error messages, reply back with the exact wording.
