If you're importing new pictures into Photos, you may need to view the Faces section in your library to confirm the suggested faces. See the following Recommended reply by R C-R from the similar thread Face recognition in Fotos not working?:
It takes a while for the face recognition software to get enough confirmed faces of a person before it starts suggesting that might be the same person in other photos. Jumpstart the process by going to the Faces album & reviewing the Suggested Faces at the bottom of the window.

I recommend using these steps to confirm the Faces suggestions in Photos, and help improve the accuracy of this feature in your library.
View faces in your library

Click Albums in the toolbar, then double-click the Faces album.
Faces that appear in a lot of your photos appear at the top of the Faces album, in large circles. To promote a face to this group of “favorites,” drag it to the top row. You can also drag a face from your favorites to the bottom row, so it appears in a smaller size.
Tip: Choose View > Sort, then choose Keep Sorted By Name to sort faces alphabetically.

Double-click a face to see the photos of that person.
Review additional suggestions for a face: Click the Add button. Deselect any photos that are not correct, click Add and Continue, then click Done.
Identify and name faces

Click Albums in the toolbar, then double-click the Faces album.

Click Suggested Faces to see the photos of unidentified people.

Double-click a face you want to name.

Type the person’s name, then click Continue.

When Photos displays a list of additional photos of that person, click any photos that are not that person to deselect them, then click Add and Continue.
If Photos suggests more possible faces for the person, select or deselect the suggested faces and click Add and Continue until Photos has no more suggested faces to review, or click Finish Later.

Click Done.
You should notice that Photos continues to learn the faces of people in your library as you import more pictures.

Is there anything I can do so that it will auto-recognize the faces and assign names to them?
In addition to joe's advice - Photos is only using those named faces to learn the faces of the persons, that have been assigned to the faces that Photos detected. If you manually add a fave to a photo, this face will not be used to recognize the person automatically. It is important to name enough of the faces thumbnails at the bottom of the faces album.
And be sure to let photos run over night to get the face recognition done on all imported photos. Don't quit Photos as soon a s you no longer are using your mac. Let it run over night to scan all faces.

I have LOTS of photos where I have already named the faces ... and when I add more images containing the same faces ... Photos doesn't recognize those faces. I would expect it to ask me "Is this Joe?" or "Is this Sally?" ...but it doesn't. Is there some setting in Photo's where I can set it up to do that?

is there no faces circle at all, when you enlarge the photo, or does Photos not recognize the person? Did you wait long enough, a day or two, before starting to name the new photos?
One problem with Photos's face recognition is, that it is running as a background task. It will scan for faces, whenever your Mac is idle. I'd wait with naming faces after I imported new photos. I keep the Mac up and running over night, after adding a bunch of new photos. And the next day many more faces thumbnails will be showing ready to be named. It is essential only to use the faces circles detected by Photos, if possible. Faces you manually add will not be used for the automatic Face recognition. Even if you name 100 photos manually by adding Faces circles, Photos will not use these faces to recognize additional photos of the same person.

When i load a number of new photo's containing the same people who are already named ... it recognizes perhaps ~15% of those faces and asks the "is this sam?" question ... the other ~85% either have a face circle with no name ... or no face circle at all.
In some cases I've waited several days or even weeks for the automatic naming to work .... and then when I had some time, I manually named the faces. I currently do not have any "suggested faces" at the bottom of the "Faces" main page because I have manually named them ... or "ignored" them for faces I don't need.
Your comment about Faces needing some time to work is helpful ... I have not left Photo's open overnight to let it work in the background because I have a habit of closing ALL my apps when I'm done for the day. I am on the computer a LOT and often have Photo's open while doing other work so I would think there would be enough background time for Photo's to work. I will try leaving it open overnight the next time I have a lot of new photo's to name. Thanks for your help.

Jun 24, 2016 10:10 AM in response to freddy301by léonie,The "is this Sam" will usually only appear for photos that are very similar and after you put many names into the name fields below detected faces.I name several faces of a person, then quit Photos to let it write its databases, and then let it run in the background for some time, before I try to name more faces. I'm doing that right from the Faces album, not from the line with unnamed faces. If Photos has detected more faces of Sam automatically, they will be shown when I open Sam's album.
