Q: Reinstalling OS and formatting HDD

We definitely want you able to reinstall OS X on your MacBook Air. We can certainly check a few options.
Since you mentioned the wireless settings on your network, you can check the recommended ones and try configuring before trying again: Recommended settings for Wi-Fi routers and access points - Apple Support
You can also try verify and repairing the disk with Disk Utility to make sure the hard drive is in good shape since it's going straight to Internet Recovery:
Disk Utility 12.x: Verify a disk
Disk Utility 12.x: Repair a disk
After verify/repair disk, try installing again and then reply back with any other steps done if you're unable to take the MacBook Air to another Wi-Fi network to try reinstalling on.

Thanks for the reply. The network is not mine and there are multiple other users so messing with the security settings is not really an option unfortunately.
Also - the computer is not going straight to internet recovery - its working fine (other than slowly), it goes to internet recovery when I hold command+R on start up in order to get to the disk utility to format my drive then reinstall OS... Am I doing something wrong?
Is there any way to format/reinstall OS without going through internet recovery?

If it's not a network you're able to manage and are sharing, then you can try using the network at an Apple Retail Store or Apple Authorized Service Provider. Their networks should have the desired settings. Check here for locations: Apple - Find Locations - Country Selector
