Q: Nothing I can do to Force quit

Here is my imac overview

OS X El Capitan version 10.11.5

iMac (21.5-inch, Mid 2011)

2.7 GHz Intel Core i5

16 GB 1333 MHz DDR3

Storage is 1 TB

 

My problem

 

I have had an issue with applications freezing onto my dock. I try to force-quit them but it doesn't work. I've tried to use the command the bring up the force quit menu, the applications do not appear on the activity monitor and they do not appear in the terminal px -awx list. ( I can't kill a process that isn't there )

It seems that it does not affect all apps that i try to close. Most of the applications that freeze onto the dock are games.

The thing that makes this a problem is it won't let me open up some applications again after they have been froze to the dock ( the ones that i can re-open create a duplicate icon on the dock ) and when i try to shut down the computer by going up to the apple and clicking shut down, it will close all open apps and then it won't go any further. It will just stop shutting down. In order for me to fix the issue, i have to hold down the power button to turn it off.

The first time i noticed these applications started doing this was after the system update to what i have right now.

 

I have looked everywhere to find an answer and i hope that someone can help me out.
