You can't fully sync devices with different Apple IDs. Each user should have just ONE Apple ID.

If you want to share files, such as music, or photos, between different users, set up Family Sharing.

IF you want different ID's on each device you will not be able to share notes, even with family sharing enabled. As a work around you might both use a secondary iCloud account ( settings > mail, contacts, calendars) in addition to the primary ID and just enable notes and calendars.
