Thanks for asking your question here at the Apple Support Communities.There are may factors involved in burning a CD in iTunes. Since the issue seems to have started when you installed Norton, I recommend to check with the manufacturers of Norton to ensure all of the program has been removed, and then restart your computer.
Since I can not be absolutely certain that Norton is the culprit here, I want to offer a few other things you can check too. These two articles will help you ensure that the settings are correct, and offer many of the common reasons people have this exact issue. First, check all the settings and that everything is properly adjusted using this article:

If you have gone through both of those and still have issues, you may want to open iTunes in Safe Mode. You can do this by following the instructions set forth in this article under the section titled "Start iTunes in Safe Mode". I know the article is for iTunes launching, but if there is some third party app or program affecting this, opening it in Safe Mode may allow you to burn the disc. This can also help determine if the issue that's causing this is with something outside of iTunes, and provide a feasible work around.
