Did you select your "Entire music library" or only "Selected playlists, etc."?

I'm wondering if I'd do well to reset the iPod and try again...thoughts?

iTunes 12 for Windows: Change where your iTunes files are stored
Could you have run out of storage on your iPod?

Jun 29, 2016 1:08 PM in response to SkipL1945by javaliga,Yes, this is most perplexing. I assume the "Consolidate Files" is greyed out because your library is already consolidated. Are the ONLY songs that didn't transfer the ones you imported from CDs?
My last suggestion is step 4 in this link (which, admittedly is a long shot):
