Just want to eliminate any expected behavior right off the bat as depending on where the iPhone was original sold, it may have this feature disabled permanently in accordance with that country/regions requirements.

Jun 29, 2016 7:35 AM in response to Mikelvmby Demo,IF you live in a country where the app is restricted or if the phone was bought in a country where it is restricted, you will not be able to use FaceTime. It can not be downloaded as it is part of the iOS. FaceTime is restricted in some Middle Eastern countries.
IF this is not the case go to Settings>General>Restrictions and make sure that you didn't restrict it. If that's not it, do a spotlight search to try to find it. Pull down from the center of a home screen to get to Spotlight.

Models with the "AE" identifier before the / are Middle Eastern models and will not have Facetime, as it is restricted in the countries where those models are sold.
It can never be added to those models and will never be there except when connected to selected carriers in those countries.
