    Hi bculbrethrn,

It looks like you are unable to use your iTunes account balance when purchasing from the iTunes store. There could be a few reasons why this is occurring. Your iTunes account may need to be verified or updated  in order for you to start using the store and the balance that you have. Please check out the links below for some great tips on how to resolve this.

Change or remove your Apple ID payment information

    Use your Mac or PC

Click to open iTunes and sign in to your Account Information page, or use these steps:

    1 Open iTunes.

2 If you’re not signed in, sign in with your Apple ID.

3 From the menu bar at the top of your computer screen or at the top of the iTunes window, choose Account > View My Account.

4 If you’re using Windows and can’t see the menu bar, learn how to turn it on.

5 Enter your password, then press the Return or Enter key on your keyboard, or click View Account.

6 On the Account Information page:
To the right of Payment Type, click Edit. You can see which payment methods the iTunes Store accepts in the Payment Type section. If you're using Family Sharing, only your family organizer can update the payment information.

7 Change or remove your information. To remove the payment method, select None.

    8 Click Done.
If you change your payment method to a credit card, the iTunes Store places a temporary authorization hold on your credit card to verify your updated account information.

    See your iTunes credit balance

    About credit balances

After you redeem iTunes Gift Cards or iTunes Gifts, your updated balance appears in your iTunes Store account. Each time you purchase content, iTunes deducts funds from the credit until it's depleted.
The entire amount of a gift is credited to your iTunes Store account when you redeem it, so you don't need to enter your gift card number or gift code each time you want to buy something.
You can check your balance on your iPhone, iPad, or iPod touch, or on your computer through iTunes, the Mac App Store, or the iBooks Store.
Credit balances are not available in all countries.

Using the links and steps above should have you shopping in no time with your account balance! Thanks for using Apple Support Communities.

    Have a great day

Sometimes the iTunes Store will require a credit card as proof of residency to check you are eligible to buy something from the store in that country.
