What do you mean Apple needs to send you a new Apple ID? Apple does not send Apple IDs, they are created by users.
What are you referring to when you say software is unlocked? What is it that you are trying to do that your carrier said that Apple needs to send you something?

Apple TVIf someone sold you a stolen phone, you should try to return it, and go shopping somewhere else!

Apple does not lock phones. However, it seems as though you may have encountered Activation Lock, where a device cannot be activated because it is locked to another user's Apple ID. If that is the case, and you cannot contact the previous owner, you will not be able to activate the phone, no matter what. Return the device for a refund. Apple, nor anyone here on the forum can assist you.
