Q: Appstore problem.
Hello. A question, every time I download a paid app my method of payment is refused but my credit card are charged with 1.98 euros. Is there a solution? Thanks.

It is very possible that these charges are a hold, check your statement again and see if they still exist after a day or two. Check the explanation in this support document. iTunes Store charges on credit and debit card statements - Apple Support
The next thing is to determine why the method of payment is refused. iTunes does not refuse the payment, the financial institution that issues the card is the one that refuses it, and it could be that it is a method that is not accepted by iTunes, or it may need to be updated because of a change in the expiration date or CSV number.
