No. The only way to block it is with Find My iPhone. The only way someone could shut that off is if they have the password for your iCloud account.

No, they cannot. Apple does not block phones. And, if you had Find My iPhone activated, it cannot be bypassed. You can contact your carrier to see if they provide blacklisting services for the phone itself, but you can also put the device into Lost Mode in iCloud, and the next time it is connected to the internet, it will perform the action.

Is it possible to get hacked and device removed from find my iphone list? Thats haapens to me. I got mail from location@applemail.online that your lost device is found. When I click on link for location that my stolen device removed. Why??

Please give me some apple email to complain for this. I was so confident that i ll find back but that happens how and why?

The message that you received was a phishing attempt for your credentials, and you provided them for them. You didn't get hacked, you gave the thief the information they needed voluntarily. This enabled them to remove the device from your account. There is nothing that you, I, nor Apple can do about this. The device is gone.

There is no email for Apple for you to complain about this, they do not handle things via email. Secondly, and unfortunately, you did this yourself, by falling for this email. Your phone is gone, move on.

Because the email was not from Apple. When you clicked on it you gave the thief who sent you the email the information they needed to disable Find my iPhone.

That email address is a dead giveaway. Like others say, it has nothing to do with Apple and it is a phishing mail. You may have participated (by clicking the link and probably signing in as well) in the "hacking". After signing in (or just by clicking the link), bad guys has your username and password. They can easily disable Find My iPhone.

What you gotta do is learn to tell the difference between real and fake email. You only lost an iPhone now but it could get worse if you get a phishing mail from "your bank". Bad guys can empty your account in a few seconds.
