Ask the provider the iPhone is locked to, to unlock.
Only the official provider the iPhone is locked to can officially unlock iPhone if you qualify.

Did you know it was locked when you bought it? ONLY the carrier it is locked to can authorize unlocking it. If you don't meet their requirements for unlocking, then it can not be unlocked.
