Q: Is there any way to create new moments?

It seems that Photos does not allow the us to manage our own "Moments"

For example, it would be useful to create a new moment for a new location or "activity" for a subset of the photos in one of the Photos-created Moments, by selecting the photos one wants and providing a "Create New Moment" capability where we can name the new Moment.

    no

    Moments are totally automatic

You can simulate new moments by changing the date/time or location of photos - one person changes some photos by 100 years so they group together and are their correct date is  easily identifiable

You can suggest to Apple - http://www.apple.com/feedback/photos.html

Any structure you want to create on your own has to be done using albums.

Try to built your own structure on top of the moments using albums and smart albums. Use "date is in the range" and "text includes" to find all photos taken within a date range at a certain place.
