Thank you for using the Apple Support Communities. I know having an issue with using Apple Music is not what you expect. If I understand correctly, you are unable to join the Family Membership in Apple Music on your iPhone. Please follow the steps in this article, including the section entitled “Get more help” at the bottom of this article:
