Based on what you stated, it seems you may be having issues with iTunes and it needs to be reinstalled. When this happens, you need to do this process in a very specific way. Please follow the process completely below:
Remove and reinstall iTunes and related software components for Windows 7 and later
iTunes - Download iTunes Now - Apple
