    Perhaps.

     

    The first step that occurs when restoring using iTunes is that iTunes will download the current version of iOS for your device if you do not already have it on your computer.  This download, which is many hundreds of megabytes, may take a while.

     

    To see the status of the iOS download, you might try looking in the upper right and finding some display like a rectangle with a spinning circle (or similar).  Click it.
