I know how important it is to get your iCloud Music Library up and running. I will be more than happy to help you out in resolving this.
Let's start with the basics. Please go to Settings > iCloud on your iPhone and sign out of iCloud. Once done, please restart the iPhone using this article: Restart your iPhone, iPad, or iPod touch - Apple Support
Once completed, go ahead and sign back into iCloud and try enabling iCloud Music Library again.

I can access my library from my macbook pro and iMac with no problem - HELP!
