I understand that you're having some problems using the App Store while on Wi-Fi, but it seems to be working fine when you use cellular data. This definitely helps to narrow down the issue to the wireless network you're connected to. As a first step, I'd recommend testing the device on a different Wi-Fi network to see if the problem persists.
If you're able to connect while using a different Wi-Fi hotspot, you may need to adjust the settings for your router. Take a look at this website that goes over recommended settings for Wi-Fi routers and access points:

Jul 4, 2016 12:51 PM in response to Corrie84by deepak1980,I Got solution of this problem because of Google. I checked Google and i got solution that I need to change my DNS 8.8.8.8 and then refre App Store and now it's working
