Thanks for reaching out to the Apple Support Communities! I know how important it is to be sure the iPad is loading emails properly as well. There are a few troubleshooting steps to take care of this issue, just be sure they test the email out after each step.
First, have them reset network settings on the iPad by going to Settings> General> Reset and then tapping Reset Network Settings. Keep in mind this step will not remove personal information, however, they will need to reconnect to Wi-Fi and VPNs, so they will need to be sure they have any settings or passwords for those connections.
Second, have them remove the email account and add it back to the iPad. They can remove the email by going to Settings> Mail, Contacts, Calendar and tap the email account. Then tap Delete Account. Then restart the iPad. Once the iPad is restarted, check out this article to get the email set up again, just make sure they have the settings for the email account.

Jul 5, 2016 12:33 PM in response to celliott147by Flyers905,No issues being reported and the devices are not jail broken. It only happens with this user. He is the owner of the company so possibly the volume of emails he has? Even that still doesn't matter when I change the Sync time.

Jul 10, 2016 4:15 PM in response to Flyers905by Calltina,This would indicate that the email on the iPad is not set up using ActiveSync or IMAP. Most probably set up as a POP account on your iPad and SMTP on iPhone. Delete email account on iPad and start fresh copying settings from iPhone. Do not select POP. ActiveSync or IMAP is fine.
