Q: New iPad Pro Cellular does not work

My brand new iPad Pro Cellular does not work. I wanted to set it up, but it could neither connect to iCloud nor to the internet while showing best Signal for wlan. The bar of Safari just stops after 1 cm of progress, than nothing happens anymore. I made already three or for new setups, the last one with the apple support.
After 1 h with the support, not being able to solve the problem, I was connected with a technician, but the phone call was interrupted. Unfortunately I was not recalled.
The last thing what I heard from the guy of the support, probably told by the technician, was that a nanoSim has to be placed into the slot to get started.
Is that true? I cannot believe that, the other iPads work fully without Sim. And to underline it again, the symbol in the upper left corner showed full signal of my plan.
Does anybody has a answer for me on this subject?
