The only thing i can think of that might help. try these steps:
If an app you installed unexpectedly quits, stops responding, or won’t open - Apple Support
You already tried the last one, which contacting the developer. However did you try the first few?

I triad all steps in your given article before with the magic Jack developer support, and now again but always the same .

Follow this article to create a backup so you don't lose any data:

Then follow this article to wipe your phone completely and install a new software:
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
Then follow this article to restore your data back on the iphone again:

I promised to inform you after trying with magicjack support team.
After long time chatting and e-mailing with The magicJack support expert, he suggested to download a free VPN from apple store.
I did and activated it, after that I tried to place a call. you would be surprised, suddenly it worked and everything went normal.
