If you are using the home button to minimize an application and return to the home screen, then you should only need to press the button once. If you are attempting to exit out of applications and pull up the app switcher, then you would have to double click the home button to see all of your currently open applications.
If neither context applies to your issue, then go to Settings> General> Home. From there, you will see a list of behaviors listed under "Double Click the Home Button For". The behaviors that can be selected will determine what your iPad's home button is double clicked. If all of your settings are as they should be (or to your preference) and you are still faced with an unresponsive home button, then you may be having a hardware issue that will require your iPad to be serviced.
Please visit https://getsupport.apple.com/ and choose your device (iPad). From there, choose "Repairs & Physical Damage", and then click on "Buttons not working". You will be prompted with a series of customer support options, but the one that you will want is "Visit the Genius Bar". Follow the remaining onscreen prompts to locate an Apple Store in your area, and to schedule an appointment to have your iPad examined by Apple's technicians at your local Apple retail store. Also if you go to settings > general> accessibility> assistive touch> on > you can add a on-screen home button.
