Q: iPhone Music App Wont Update with Newest Music Library

I've searched through several threads and websites about this problem but none of what im seeing is fixing the issue.

I have an iPhone 6s with all of the most up to date software and a desktop PC running Windows 10 with iTunes 12.4 or whatever the newest version is. When I first got the phone I remember launching the Music app and it asking if I wanted to sync up my iTunes library. I said yes but it only showed a small portion of my music as being available to download to the phone. At the time it didnt bother me because I didnt even have iTunes set up on my PC (it was still on an older Mac that I no longer used)

A couple days ago I spent a few hours transferring my old iTunes library from my old computer into iTunes on the new computer, plus downloading some past purchases through that feature in iTunes. Currently I have about 730 songs on my PC, the iPhone still hasn't fully synced or shows the updated library. Some albums are even only half uploaded, they should have 10 tracks but it only has 6 of them as being able to download to my phone. Or some Artists sa

I currently have no songs loaded onto the phone itself its all on what I assume is the iCloud. I also connected the phone to the PC via USB and authorized the PC for the phone. Im not sure what options I need to check or uncheck or reset to get everything to work, but signing in and out of my Apple ID, iCloud, and turning the phone off and on hasnt done anything.

I found this but it didnt help https://support.apple.com/en-us/HT204926

I think the article you referenced will help ... in context.

But here is the key question:

Do you subscribe to Apple Music or iTunes Match?

If you do, those subscriptions will tend to influence what gets loaded onto your IPhone - unless you take countermeasures.

You referenced music "in the iCloud."  I assume what you're saying is you do not wish to use the iCloud to contain any music on your iPhone - you want it directly downloaded onto your iPhone.  (Note there will not be any music "in the iCloud" unless you either subscribe to Apple Music or iTunes Match.)

So your approach should be to turn off access to iCloud music from your iPhone, and then sync the iPhone to iTunes, capturing all the music you wish your iPhone to contain.c

On the iPhone, go to Settings > Music > Show Apple Music and turn it "Off".  Also Settings > Music > iCloud Music Library should be "Off."

When you sync your iPhone using iTunes, be certain your sync criteria are set correctly.

I actually dont want all my songs on the phone, I just want to be able to download songs to my phone without having to be plugged into my PC Like I said when I first got the phone the Music app showed some available songs and albums I can download onto my phone by selecting that cloud with an arrow pointing down icon. Im assuming that means downloading it from iCloud. But ive never had an iCloud subscription.

So I guess im wondering if I dont have a subscription to iCloud where did those songs come from? And why does it show a Led Zeppelin album as only having 6 tracks when I know for a fact it has 10?   I was originally able to download songs onto my phone without plugging it into my PC (although not all of my songs were being shown as available for download). What happened?
