Thank you for using Apple Support Communities! It seems that you're interested in moving an iTunes playlist from one iOS device to another. I have a few playlists that exist on multiple devices, myself! I would be happy to help in any way I can.
First, there are a number of factors that would influence how that is done, so I will give you some general knowledge for making this happen in different situations. If you are not an Apple Music member, then you would want to simply sync the playlist to both devices using your computer (either Mac or PC). This article tells you how to do that:
Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB
Without knowing whether you're an Apple Music member, or more about your other iOS device (you said iPod Mini in your post, so I'm not sure if you mean an iPod or an iPad Mini), it's difficult for me to know if your devices are compatible with Apple Music membership. Still, these documents will give you some information to help you manage your music and playlists on both devices if you are an Apple Music Member:
Add music from the Apple Music catalog to your library on your iPhone, iPad, iPod touch, Mac, or PC
Sync Apple Music across your iPhone, iPad, iPod touch and computer
