If your router loses its Internet connection, or if the Wi-Fi connection degrades, you'll stay connected to the Wi-Fi network, but your device will route the data over cellular data.
Another setting you might need to check is Wi-Fi Assist. This article will tell you About Wi-Fi Assist. As you can see in the article, having it on will allow apps in the background to use cellular data if the Wi-Fi signal is poor. Be sure you have that turned off as well.

I read the linked article - everything mentioned there I've done almost right away.
Now, the details to why no solution of yours apply.
The phone, as I sad, was
(a) brand new,
(b) no software installed other than out-of-box,
(c) automatic updates disabled for everything ( I even had System update "offered" but not downloaded -presumably, as once I agreed to update the download started; but that was later).
So, what business AppStore had silently using 260 MB of my data?
Even though WiFi Assist was ON, there was (1) no WiFi network selected/connected to and (2) no single call or text or download actually started for the Assist to switch to hogging my Cellular Data "due to poor WiFi signal".Thus, the same question again: I specifically told Apple to cut all silent automatic downloads (I hope uploads as well but have serious doubts now) yet AppStore "knows better".
Any suggestions?

Well there is an old bug in iOS since iOS 7, Apple never tried to fix it. it even uses WIFI in the background while plug USB in. you can check it out.

Thanks Sammy, interesting. Not the case though: my phone wasn't plugged into, nor connected to a WiFi - it used Cellular data not only when it was specifically restricted but also for no apparent reason. And I'd say that under the circumstances 260 MB is quite a lot for a silent unauthorized use. That is the main concern.
