Q: Setting up an iPhone 6

If there is no SIM in the device, you will not be able to activate it to start with. You will need a SIM to activate it. See this support document for instructions on setting up your phone for the first time.  Get started with iPhone, iPad, and iPod touch - Apple Support

The first thing to do is make sure its ready to be set up by you.

If its sitting at the general Home Screen, then it may not be ready to be setup.

You may need to your daughter's Apple ID and password to remove Find My iPhone and disable Activation lock so you can set it up yourself.

Once the procedure is performed correctly and completes successfully, the iPhone should be at the Welcome Screen, and you can follow the on screen prompts to set it up.

You will need a Sim to complete activation.

That is correct. You will need a SIM, and then you can complete the activation process. With an active SIM, you will be able to then use the device as a phone. Understand also, that if the device was locked to a carrier, then you will need to use a SIM from that carrier.

If that is what you see, its ready to be set up yes.

You do need to get a sim card from a carrier to activate it. note that for activation the sim does not need to have active service.  But without service you will not be able to place calls or anything.

It will need to be a sim card from the carrier it is locked to if its locked to any carrier.
