Q: if i log out of my iCloud account on on device will my iCloud preferences still be available on another device that i am logged into
My daughter has a new phone , it is all up and working and she is logged into iCloud on that phone. My son wants to use her old phone, she is till logged into the old phone with her iCloud account , he wants to log her out and log in as himself. Will it affect her settings/preferences on her new phone.

It will not affect her settings. Your son should have his own Apple ID and password, which then is used for his iCloud access and syncing.
