Q: Not enough space popup when trying to download book

When trying to download a book off of icloud (I have iCloud drive on) onto my ipad, a popup saying I don't have enough  free space keeps coming up. I know for a fact that I have enough space in both iCloud and on my ipad, yet it still says I don't have enough space.

iPad Air, iOS 9.3.2

Just to make absolutely sure, on your iPad tap Settings > General > About then swipe down to Available.

Also, before downloading an iBook, you can check to see the iBook's file size.

    Look for this (example)

I have 59.7 GB of storage available on my ipad and 186 GB available in icloud storage. I don't think whether I have enough storage is the problem. I think apple screwed up up somewhere. I've seen someone else with a similar problem, but I couldn't find the post again.
