If you're the iPhone's original owner, take it and its purchase receipt to a physical Apple Store.
If neither of the above apply to you, you need to contact one of the people who they do apply to.

The only other option you would have would be to take the original Sales receipt along with the device to your local Apple Store. If you do not have the original receipt showing proof of original ownership, Apple will not be able to turn off the Activation Lock.
