If I’m understanding you right, the third-party game you downloaded, Color Switch, keeps crashing and now all of your game data for that app has been reset. Personally, I never like to have to start over from the beginning of a game after I’ve already made a lot of progress, so I can certainly understand how this would not be an ideal situation for you. I'm happy to point you in the right direction for getting this Color Switch issue sorted out.
To answer your question, Game Center shows your achievements for game apps but it doesn't actually store your data, such as what level you're at within the game and/or other progress, for specific apps. Because of that, Game Center does not have a way to directly affect your app data within Color Switch. The data being removed from the app after it crashed is a problem with the app itself and not Game Center.
If Color Switch is an app that backs up data, there's a chance you can get your game data back. Some apps back up to iCloud and if that’s the case, uninstalling the app and reinstalling it should bring your app data back. Some apps also have their own way of backing up to the app developers servers and this is done from within the app itself. You can check for a Settings menu in the app to see if this is the case for Color Switch, or contact the developer of that app for more help:
