Here is Apple's writeup on two-factor authentication. You can read the section entitled "Is this different than Apple's current two-step verification feature?" to both see the answer is "yes", and see more about that feature.

Both use a password. Both use trusted devices.
If you are locked out of 2SV by losing 2 of your 3 security "things" (trusted device, password, recovery ley) you are forever locked out of your account. Forever. Locked out long time.
There is an automated recovery process for 2FA that you start by going to iforgot.apple.com
The security is attached to an Apple ID, not a device.
