Q: Can a parent create a child apple id (on child device) if they don't have their own IOS device?
I have this one question:
My child is getting an ios device as a gift, and it requires an apple id to use it. However, is it possible to create a child apple id for the child on her device, since I do not own any other IOS devices. As long as creating the child apple id can be done, even if the monitoring features are lost, I would be fine.
If my child has a child apple id, (or as a last resort, using mine) then when they come of age to have their OWN apple id, can all the content on the previous ID be transferred to a the new one? Even if all the content downloaded was FREE, all the messages/emails will also be lost? It's quite confusing.
Is there anyway to transfer the content from one ID to another? Because, like always, kids DO grow up!
Any help would be much appreciated! =)
Also... is it possible to monitor a child apple id from a windows pc/phone? Just a Yes/no question there.

A child account (under 13), which can only be created as part of family sharing, can be created on an iPod Touch : Family Sharing and Apple ID for your child - Apple Support
If you do use family sharing you will need to have a payment method (credit or debit card) on your account (assuming that you are the family organiser) to pay for her purchases (if she has a balance from iTunes gift cards on her account that will be used prior to your card being charged).

A child id will become a normal account when they reach the relevant age - you don't have to create a new account in the future, but if you do all of her existing purchases/downloads will remain tied to her existing account, they cannot be transferred to a new one.

Depends upon what exactly you want to do. You can view an account's purchase history via a computer's (PC or Mac) iTunes (See your purchase history in the iTunes Store on a Mac or PC - Apple Support), and you can view the last 90 days purchases (and optionally contact iTunes Support if there is a problem with a purchase e.g. if a music track doesn't play etc) on an account via http://reportaproblem.apple.com
