But you said 'iCloud', which is nothing to do with the passcode. Do you have 2-step verification enabled? (If not, the remainder of this post is not relevant.) This requires you to have two out of three things - your password, a 'trusted device' to which a code can be sent, or the Recovery Key you were given when you set it up. If you lose two of these three things no-one can help you, including Apple. Hopefully you meant passcode, which simply means erasing the device and restoring your data from your backup.
