Q: iCloud Photo Libary Help

We have two iPhones.  One 6s and one 5c.  The 6s was already setup for the iCloud Photo Library.  Space was running out on the 5c so we turned on iCloud Photo Library for that phone and now all the photos from both phones are showing up on both devices.  I made sure iCloud Photo Sharing was turned off on both phones and it gave me the message "Turning off iCloud Photo Sharing will delete all shared photos from your iPhone."  I clicked OK but yet both camera rolls are still available on both phones.

Is there any way to keep our camera rolls separate on the iCloud Photo Library?  If not, is there a way to undo what we did?  We had no idea it would combine both phone camera rolls into one shared roll.  I am hoping I have just missed some setting somewhere and it can be remedtied easily.  Here's hoping.

iPhone 6s, iOS 9.3.2

Each user should have their own Apple ID, therefore their own iCPL. To share purchases and files, set up Family Sharing.

Thank you for the response.  I will setup a new Apple ID for the 5c so we can turn on Family Sharing.  Do you have any ideas for help with the current iCPL and the merged photos and video?  Is there any way to split them apart again?  I did turn off the iCPL for the 5c so no further merging of photos and video would happen but it appears the entire camera roll from both phones is still available on both devices.  Is there any way to go back and do this properly with a new Apple ID and using Family Sharing?
