The only way to remove a forgotten passcode is to erase the device. This would only be necessary if it did not exist anywhere else and only on the device.
I would think this is similar to OSX/Unix when you ask to do something that needs an Admin approval. That approval has nothing to do with the change itself, just proving the legitimate owner (or at least the passcode holder) is approving the change.
