Q: Install OS X on blank disk
I Was trying to do a fresh install of el cap n my 2013 Mac Pro that had seized up but now all I have is a freaky file folder with question mark and. Thumb drive with el cap installer
do know how to install

Question mark in boot means your Mac can't find a system folder to boot from.
Startup your Mac while holding down the Option key. That should open the Startup Manager window where you can select the startup disk then click Restart.
If that doesn't work, you need to use OS X Recovery to restore OS X (El Capitan).
