Make sure the Mac meets v10.8 Mountain Lion system requirements mentioned here >  OS X Mountain Lion system requirements - Apple Support

If you have never downloaded Mountain Lion from the App Store, then you cannot upgrade to it. You must upgrade to El Capitan if your model is compatible.

Macs that can be upgraded to OS X Mountain Lion and Beyond

             1. iMac (Mid 2007 or newer) - Model Identifier 7,1 or later.

             2. MacBook (Late 2008 Aluminum, or Early 2009 or newer) - Model

                 Identifier 5,1 or later.

             3. MacBook Pro (Mid/Late 2007 or newer) - Model Identifier 3,1 or later.

             4. MacBook Air (Late 2008 or newer) - Model Identifier 2,1 or later.

             5. Mac mini (Early 2009 or newer) - Model Identifier 3,1 or later.

             6. Mac Pro (Early 2008 or newer) - Model Identifier 3,1 or later.

             7. Xserve (Early 2009) - Model Identifier 3,1 or later.

To find the model identifier open System Profiler in the Utilities folder. It's displayed in the panel on the right.

         Are my applications compatible?

See App Compatibility Table - RoaringApps.

What error? Did Mountain Lion complete the download? Do you have the installer in your Applications folder?

You just need to tell me the Model ID: To find the model identifier open System Profiler in the Utilities folder. It's displayed in the panel on the right. Match that to what is shown in the preceding list to determine if your model can be upgraded

That model can only run Lion. It cannot run anything after Lion.

No, but you can try to sell it and buy a newer one. But were you to do that then you want a 2009 Mac Pro, not the 2008 model, if you want to keep up with OS X changes. Or switch to a recent model iMac.
