If its not maybe your Apple ID account (i don't think so it can be this)

I live in Midhurst, West Sussex. My notification is showing me "Middlesborough, England" which is really far away; about 4 hours drive. England is small, so that's pretty much half the country away.
Surely a screenshot is not necessary.

I sign WITH my Apple ID for various services all the time. Only when I sign in from a "new" device to a given service for the first time do I receive a notification, and it does not appear to have anything about 'location' in it... example:
Apple ID has only one place to set one's location - during the process when creating one
iTunes, on the other hand, allows one to change "billing address" - in effect, the location of the "Store" in which one shops.
In your case, you may need to Change your iTunes Store country or region - Apple Support
When making purchases (downloading anything), one would receive a notification which may indeed contain billing address info.
I cannot test to show examples. (I am old fashioned and do not buy my music via iTunes but on CDs & vinyl - and don't use iPhone or iPad so I need no apps. My Mac is so old that Mac App Store is not supported in the OS X)

Mac OS XAre you stating about when ever you sign in apple id a notification comes on mail that this apple id has been logged in & country is sometimes different ?

This is when signing into a new browser etc. I dont know if I get an email but thats not what I'm referring to. I have 2-step verification enabled.

Your approximate location is determined using information from local Wi-Fi networks, and is collected by Location Services in a manner that doesn’t personally identify you.
It sounds like there may be some "historic" location 'stored'... possible a reset will clear it and allow NEW (current) location to take over
