Q: Server 5.1.5 - Websites with access limited to a Group - Unable to get working

I'm trying to set up a simple static website that has access limited to those within a specific User Group.

I am using OS X Server 5.1.5 running under OS X 10.11.5 on a (Late 2012) Mac Mini.

Configuration of our system is totally vanilla.  It is used for Mail, Calendar, Wiki and File Sharing.

We have a number of defined user groups, which appear to work OK in other parts of the server.

I have created a simple static website that is accessible with no problems if I set the "Who can access" entry in the Server Configuration to "Anyone".

However, if I set the "Who can access" entry to any of the defined user groups on the server (e.g. "Employees") it is impossible to access the site.  When I go to the static website page I get a login dialog box (which is good, and expected) but it doesn't matter what I enter in that box, it is impossible to get any further: I have tried multiple valid user IDs from within the group and none are accepted.

I would be grateful for any thoughts / suggestions about what is going on and / or what I can do to resolve this issue.

Thanks!

Tried creating a new local directory user and put them into a new local directory group, and then tried again.  Result... no change - access - error from Apache being:

This server could not verify that you are authorized to access the document requested. Either you supplied the wrong credentials (e.g., bad password), or your browser doesn't understand how to supply the credentials required.

I am sure that there is something obvious going on / that I need to do but can't find any sign of it in documentation...
