The 'ask to buy' only applies to new purchases, if it's in one of the accounts purchase histories then I think that it can be redownloaded without requiring permission - if it is that person could try hiding it from the cloud (which will hide it for everyone) : Hide and unhide iTunes Store, App Store, or iBooks Store purchases - Apple Support

Jul 12, 2016 10:27 AM in response to bennboys3by ChrisJ4203,Is it possible that he signed into the App Store with a friend's Apple ID and got the app in that manner? I'm not sure if that is a possibility with Family Sharing, as I'm not completely familiar with how it works, but it is a thought.
