Q: icloud bookmark sync

I cannot get iCloud for Windows to sync bookmarks using Chrome.  When I select the checkbox for Bookmarks, a window pops up displaying three options: Internet Explorer, Firefox, and Chrome.  When I select Chrome, then "OK," then "Apply," I receive the standard warning about merging bookmarks with iCloud.  When I choose "Merge," I receive a dialog box saying that "iCloud Bookmarks extension for Chrome is required. Enable the extension to keep your Chrome bookmarks up to date with the Safari bookmarks on your iPhone, iPad, and Mac."

Problem is, the extension is both installed and enabled.  It is as if iCloud does not recognize this, though.  And nothing I do allows iCloud to proceed.  When I click "Enable..." Chrome opens to the apps page, I navigate to settings>extensions and there it is, installed and enabled.  I've even tried uninstalling and reinstalling it to ensure I have the most recent version.  Alternatively, when Chrome opens following my click on "Enable..." I have clicked on the iCloud Bookmarks button in the toolbar.  There, it says "Download iCloud for Windows to use iCloud Bookmarks."  It is as if the extension does not recognize that iCloud is installed.

After the last iCloud for Windows update, all of my synced bookmarks have been deleted, which propagated to all my devices.  I didn't discover this until I was away from home on a trip, when I noticed that Safari for iOS had no bookmarks!  Since I set up iCloud for Windows to sync with Chrome, I checked my Chrome for iOS browser and they seemed to be there.  However, since Chrome for iOS doesn't support folders and I only use Chrome iOS for limited purposes anyway, this wasn't helpful (in fact, I could only tell that there were many bookmarks in a list, as opposed to only a single folder remaining in Safari, so I'm not even sure that they were all there in Chrome anyway).

Upon returning home, I started my desktop without an internet connection in hopes that the deletion hadn't affected my browser locally.  Fortunately, it had not, and I was able to export my bookmarks in HTML.  When I then opened iCloud for Windows, is when I discovered that iCloud was for some reason now syncing with Firefox (in which I have no bookmarks).  I deselected Firefox, and attempted to change to Chrome, when I began experiencing the problems described above.

Help!  This is maddening.  I can import my bookmarks as needed, but it seems nothing is communicating.  The only other options I have left are to completely uninstall iCloud for Windows - thus impacting my Outlook and Calendars - and try to reinstall completely.

iPhone SE, iOS 9.3.2
