Q: Why is my Icloud library getting shut down?

I cant upload or download pictures from the site in Google Chrome or upload them. I cant upload them using the usb because it doesnt allow me to move it. This is a big problem because i didnt get any email or have any idea why its getting shutdown. Can anyone help me?

iOS 9.3.2, Iphone 5c

iCloud can't sync using a USB device.

Delete Chrome cookies then restart Chrome and try uploading photos to iCloud.com.
