Is your phone passcode locked?
Is it locked to an Apple ID? If the ID is yours, start here:
If it's locked to someone else's ID, you'll need to have them remove it from their account.
If the phone is locked to a carrier, you'll need to contact the carrier to which it's locked and see if they will unlock it for you.
