Q: iCloud Reminders not syncing correctly with Outlook 2016

I'm getting the following message "The reminder for will not appear because the item is in a folder that doesn't support reminders. Is this OK?"s

Two screenshots are shown below. I'm running Windows 10. My phone is an iPhone 4 If I choose "Yes" when the message pops up after I try to save, the reminder is in fact synced with the iPhone, but with no time attached.

What's written in the subject line "Sample Reminder" shows up on the cloud and on my phone, but the reminder time I've checked in the box below does not. I have to go in and do it manually, which defeats the purpose.
